Preliminary Rounds for Mainland Japan and Overseas

1. Carry out in two groups of A and B.
2. The 1st to 5th place of each group will advance to the main tournament.
3. The 6th to 9th place of each group will advance to the repechage.
4. The 1st and 2nd place of the repechage will advance to the main tournament.
